4 FPS Rate???

I installed this game on another PC for my brother, but its getting only 4 FPS, the PC is a dell Dimension 2400, any idea why its 4FPS, and how to fix this?
Version in stalled is 0.9.9

I've gone through all the settings, and nothing i do seems to speed it up, i dont know if its due to hardware compatability, but this PC should be able to cope with a 2D Game.

Whats the spec of the machine, specifically gfx card

I might lend my brother my PC because it has no problem running on my other one, (Dual Core, 4GB Ram, 1GB Overclocked nVidia Graphics), But i still woulodn't mind knowing why its not working properley on my brothers PC first

4 fps means no hardware acceleration takes place. (re)install video drivers
Also, since HW uses OpenGL, you have to make sure your desktop graphics color depth is set to 32-bit or the Intel drivers will NOT hardware accelerate OpenGL. Always been that way for some reason...

Thanks, I've just fixed it, I had to install SP3 which increased FPS a bit, then changed from True Color to High Color, Working fine now
