hm, you could use an archiver program like http://www.7-zip.org/ (it's free) for opening the .exe
(either use context menu in file explorer and select "open with 7zip" or browse to the file in the 7z file manager, right-click it and select "open inside")

extract the folder $[31]'s contents (subfolders bin and share) to a new hedgewars folder of your choice, then try running hedgewars.exe (it's in the bin folder)

And to think I thought that that one program I dl'd was only useful for opening .rar files... <.<
