Its a graphical glitch --- two mouse cursors on screen, both do move.

It's difficult to reproduce, basically the player can see two mouse cursors in the weapon selection box.

how to reproduce:
1. Right click to open weapons menu
2. Click air strike
3. Important! After clicking the weapon don't move mouse!
4. but right click again to open the weapons menu again
5. Now you can see two pink mouse cursors

Difficult to reproduce but I suggest playing with 3 human teams and trying this later in game -- the exact conditions for this to work are not known.
