You can't.
Inu is technically correct, but it isn't what you were really asking I think.
Yes you can't create a new team from the game room screen.
But, if you go back to the hedgewars main menu, and click on the wrench icon in the lower right, you can create new teams there.
This is made a little clearer in 0.9.14.
