Improvements in speed without vsync

when vsync is disabled the game is more reactive and shoppa style is really more playable (there aren't input lags); it would be nice an option to turn it on and off: however it can be disabled (in windows 0.9.17 version it seems already disabled) modifying the sources and recompiling the game ps. this happens with an ATI Radeon 5670, I don't know if even with nVidia cards you will have this issue

In windows 0.9.17 all attempts to request required GL settings were disabled due to general crappiness of GL under windows. We just kinda cross our fingers and hope it works. vsync was a side effect. Lag seems like a pretty serious bug in the driver, vsync should improve things, and according to Koda, is default in SDL 1.3, so we'll probably just remove the flag and let it happen automatically. Supporting every buggy driver out there isn't really that practical.
