There are many maps. Mostly shoppa ones.
There's also a button on the bottom of the main screen called "Addons". you can download map packs from there.

There is also a Downloadable Content section for hedgewars, that you can access in game, I believe there are some maps on that page.
And what if Players don't have maps they will download during game?

You can use Drawn Map mode for that and draw whatever you like.
The drawing tools are fancier in the next version.
There is no automatic download of images out of concern for stuff being downloaded that would be in poor taste, or worse.
