I was wondering wether we are allowed to use hedgewars as an engine and make games for it, it would be nice if there was a config for each weapon as well like name, description, disabling it, and edit some weapon changes like damage, amount of clusters and such. It could be real awesome if this was a reality

You are free to make your own patches, just download the source code.

I can tell you that while you are certainly welcome that in your own mod, it isn't really a dev goal for Hedgewars itself.
Opinions expressed by various devs has been the desire to have weapons behave in a consistent fashion across modes, so people know how to use them, and aren't lost in every game scheme. "Oh wait, snowballs do 500 damage in this mode, and bazookas just dig holes?"

The nice thing about the source code is that it's incredibly easy to access all the data. I managed to go for about half an hour messing about before I got utterly lost and needed a tutorial. Wink Smiley
