CMake doesn't see packages installed with vcpkg

hello, trying to build hedgewars from these instructions https://www.hedgewars.org/kb/BuildingOnWindows
everything went smoothly for the most part but when i run build_vcpkg.bat it tells me to install physFS (Missing PhysFS! Install PhysFS to fix this.) even though i did install it with vcpkg. any ideas how to fix this?
apparently not just a physfs problem, it doesn't see anything at all
Ah shit, here we go again!
You need to copy your vcpkg dir to C:\Program Files\Microsoft Visual Studio\2022\Community\VC
a bit late but that didn't fix it
