I just wanted to announce that I am currently in the process of developing a port of Hedgewars 1.0.3 for the New Nintendo 3DS family of systems. Currently, I am just about under halfway there, and progress is going quite smoothly. Performance is good so far, with some stutters, but hopefully I will be able to iron them out. The main feature I want to support is network play, and it should be very achievable. I will post a GitHub link to the repository when completed. I posted a version of this to the r/3dshomebrew and r/hedgewars subreddits, but I wasn't sure of the foreign link policy here, so I'll leave you all find those yourselves.
