In the first two games, the playing order should not be random. One player should go first first game, then second in the second game. If a third game is required, it should be played with a random playing order.

If the game server crashes, the game should be replayed.
Good question... if a player closes the engine (or it crashes) and remains in the room, it will just look like one of the players is lagging. If it can be established that one player is responsible, he forfeits... try pinging your opponent, this might give some clue as to whether it's a network problem.
And as to whether the terminating of the engine was intentional or not... well, I guess the opponent has to decide. But he has a right to claim a win if he believes it was.
