Well you can make a trailer, but whether it will be considered official is another thing.

There are a couple Hedgewars community trailers on YouTube (also at least one for 1.0).
I don't think we have official trailers these days - so the more community trailers there are, the better!
In the distance past our (then) audio wizard Armagon made "official" Hedgewars Trailers.
Most noteably this one: Hedgewars 0.9.13 Official Trailer!)
If you want to make a trailer, just go for it

Yes, you are allowed to make videos about Hedgewars, inculding trailers. Hedgewars is free/libre software based on libre source code and media files.
That people can freely use, share, modify and share those modifications of Hedgewars, including media files, is the whole point of the Hedgewars project.
As the others said, that doesn't mean your trailer will become THE official trailer tho. That's a different question.
